2008 PGANY CLUB RULES & REGULATIONS

Membership Fees
Membership Fees for 2008 has been set at One Hundred dollars (US $100.00) dollars for men and Fifty dollars (US$50.00) for women. Additional Fifty dollars ($50.00) will also be collected as an escrow deposit to be used for the following purposes only: (a) for credit to the Annual Awards Night, (b) for credit towards the last tournament fees of the season and (c) for payment of penalties associated with PGANY rules violations. Any use of these credited funds by members in an emergency situation during the season MUST be replenished in the next tournament. Fees must be paid not later than April 15 (Renewal) to cover expenses for trophies, reservation fees, postage, supplies, bank fees and other expenses associated with the club's year round activities. New members maybe accepted no later than April 26, to give adequate time for those who are interested in joining. Fees shall be refunded in full in the event a member chooses not participate in the PGANY tournaments BEFORE the start of the first tournament of the season. However, Fees shall be forfeited should any member decides to withdraw its membership AFTER the first tournament of the season. MEMBERS WHO HAVE NOT FULLY PAID THE MEMBERSHIP FEES will play as guest and will not be eligible to win any tournament.

Schedule
A complete tournament schedule will be posted in our website at www.pgany.org with venues, tee off time, tournament chairman and directions to golf courses. Each participating member must be at the site one (1) hour before the scheduled starting tee time.

Green Fees
All green fees (motor cart and course fees) must be paid in full upon arrival at the tournament site prior to tee-off time on all tournaments.

Tournament Officials
The President, Tournament chairman and his appointees, the Rules and Regulations chairman and his appointees shall compose the tournament officials. These officials shall have sole jurisdiction in the enforcement of the rules and regulations prescribed herewith throughout the tournament. They have the absolute authority to make decisions and recommendations within the guidelines set forth in this tournament.

Decisions made by tournament officials are FINAL.

Conduct and Behavior
Members must follow the rules of golf etiquette (refer to your Golf Rules in Brief). These rules shall be applicable to any member or guest player who is found guilty of conduct unbecoming.  A conduct is considered "unbecoming" if it is detrimental to the best interest of the tournament. It includes unsportsmanlike conduct of behavior, indecent gestures, unnecessary delay of play, inciting a fight, violation of golf course rules and signs despite warnings and the like.

Handicaps
1.
All participants in these tournaments shall have played a minimum of five practice rounds (18 holes) before the start of the first tournament and are encouraged to submit their scorecards to the Handicap Chairman to establish their handicap index, otherwise the most recent handicap index from the last two seasons (2006 or 2007) will be used until the MGA index cards becomes available. The PGANY handicap cards (MGA issued) will be distributed after the 2nd revision date and stick-on label will be issued with each revision (every other Friday).

2. ALL players will use their full handicap index in all tournaments starting this 2008 tournament season. Your full handicap index will also be use to determined the Course handicap for tournament play.

3. NEW AND RETURNING PGANY MEMBERS who are holders of 2006 or 2007 verifiable MGA index cards from PGANY or other MGA registered golf clubs will be able to use their handicap index as computed by the MGA. NEW MEMBERS will be subject to the System 36 handicapping system in their first 5 tournaments or until a handicap index is determined by the MGA. (Please refer your questions about these procedures to the Handicap Chairman).

4. All members are required to post on-line at the MGA website or submit at least ONE PRACTICE ROUND score to the Handicap Chairman per month. A penalty will be imposed every time this policy is not followed based on USGA guidelines.

5. Maximum handicap index for men is 36.0 and women is 40.4.

6. Tournament scores will all be subject to the USGA adjustment rules for handicapping purposes. Except for Closest to the Pin, Longest Drive and Raffle Drawings, NO guest player can win any trophies or award in any PGANY sponsored tournaments. All scores submitted or posted on tournaments are sent to the MGA handicapping service. Revisions of handicap are done every two weeks and the revised handicap stickers are given out to members as soon as they become available.

 

Please remember: HANDICAP INDEX IS NOT YOUR COURSE HANDICAP. The MGA handicap index is used to determine the player's handicap for a particular course. A player handicap can go lower on easier golf courses (lower slope rating) and can go higher on difficult golf courses (higher slope rating) .

Tournament Rules
U S G A Rules and Local House Rules shall govern all tournaments subject to the following modifications:

PLAYER CLASSIFICATIONS
1.There will only be two categories of players for every tournament this 2008 season: OPEN Division and the CHAMPION Division.

   OPEN division players will be those who are under 55 years old as of January 1, 2008. CHAMPION division players will be those who are 55 years old and over as of January 1, 2008. Players categorized in the CHAMPION Division will still have the option to play in the OPEN division but must declare this option before his/her first tournament and adhere to the NEW rule below:

 

 

Beginning 2008 season, in the interest of equitable distribution of chances of winning, each tournament will have an equal number of players in each division and will be determined as follows:

 

1)     If there are more players in the CHAMPION division, CHAMPION players will be transferred to play in the OPEN division to make up the difference in the following order:  (a) first, those who opted to play in the Open Division from the lowest to the highest handicap bracket ; (b) then, those remaining CHAMPION players from the lowest to the highest handicap bracket.

2)     If there are more players in the OPEN division, OPEN players from the highest to the lowest handicap bracket will be transferred to play in the CHAMPION division to make up the difference.

3)      If there are an odd number of players in any tournament, the OPEN division will always get the extra player based on the above.

There will NO DOUBLE PAR LIMITATION.

The format for the tournament season will be STROKE PLAY and any other tournament formats that maybe decided by the tournament committee. The tournament director and the rules and regulations committee will set the date for the format to be played during the season. Each class will have three winners, 1st, 2nd and 3rd Place for players who gets the lowest net score (Gross score minus course handicap index) in each tournament. In other tournament formats, the tournament committee will decide.

In determining the Player of the Year (POY) Award, POINTS will be awarded to the top ten (10) players who scored the LOWEST NET SCORES in all COMBINED divisions (Open and Champion Divisions) and will be distributed on the basis as described below. In case of a tie, PGANY will use the USGA recommended tie-breaker method. Please refer your questions about this issue to the Rules and Handicap Committee.

·         1st Place winner........... 200 points plus participation points

·         2nd Place winner........... 160 points plus participation points

·         3rd Place winner........... 120 points plus participation points

·         4th Place winner........... 80 points plus participation points

·         5th Place winner........... 40 points plus participation points

·         6th Place winner........... 30 points plus participation points

·         7th Place winner........... 25 points plus participation points

·         8th Place winner........... 20 points plus participation points

·         9th Place winner........... 15 points plus participation points

·         10th Place winner.......... 10 points plus participation points

·         Special Awards............. 10 points (Nearest to the Pin)

·         Participation.............. 10 points (to all participants only of each tournament)

For 2008 season, this point system will also be used to determine the 16 players who will garner the most number of points from the first to the sixth tournament to qualify for the Club Championship.

For the purpose of determining the players who will qualify for the Club Championship ONLY, (repeat … CLUB CHAMPIONSHIP ONLY) ADDITIONAL “BONUS” POINTS will be awarded to 1st, 2nd and 3rd place winners from the first tournament to the sixth tournament of the Open and Champion divisions as follows:  40 points for 1st place; 20 points for 2nd place; and 10 points for 3rd place.  These points will be tallied separately and NOT to be confused with the point system shown on the table above to determine the POY Award.

PENALTIES
The following penalties will be imposed:

1. Forfeiture of deposits (credits) made during the season for the Awards Dinner, IF member fails to attend.

2. A charge of $25.00 will be assessed against players who confirmed their participation in a tournament but did not show up. Additionally, if the golf course charged the club for the full amount of the green fee, the player who confirmed but did not show up is liable for the full amount of the green fees charged to the club. Your escrow deposit will be charged for this penalty.

3. Handicap index will be adjusted based on USGA guidelines for members who fail to submit or post at least one practice round score in a month.

AWARDS
1.
Trophies will be awarded to the 1st, 2nd and 3rd place winners of each tournament.

2. Special Prizes (Trophies, Cash or Merchandise) will given at each tournament to the winners of the SPECIAL PRIZES on designated holes announced by the tournament chairman.

3. Other SURPRISE awards will be given during the Annual Awards Night at the end of the season to be announced later.

4. PLAYER OF THE YEAR award will be given to the player that accumulated the most number of points at the end of the season EXCLUDING rookies. (Rookies are those players who have not been PGANY members before).

5. PGANY PERPETUAL TROPHY will be awarded to the winner of the Tournament of Champions. This will be played on the last tournament of the season and will be based on low net score. Only first place finishers of all (Open and Champion) divisions from the first tournament through the ninth tournament are qualified to win this prestigious award. Winners of Tournament of Champions will have their names engraved on this trophy and will keep the trophy for a year. He will then present the same trophy to the winner of the following year.

6. CLUB CHAMPION will be awarded to the player who wins the match play competition through the last tournament of the season. Sixteen (16) players, who will garner the most number of points based on the POINT system (including “bonus” points”)  as described, will compete in a match play format from the seventh tournament through the tenth tournament. The last player standing will win this prestigious club championship. The requirement for the 5 game participation rule is being waived just for this club championship. The tournament and rules committee will decide and answer all questions about this new format

7. ROOKIE OF THE YEAR will be awarded to the rookie who have accumulated the most number of points at the end of the season. Rookies are not entitled to win the Player of the Year award.

8. Winners of the four major awards will receive a jacket bearing the PGANY emblem as a major winner of the year.

Notes:
1. Regarding the Player of the Year, Club Champion, Champion of Champions and Rookie of the Year awards, ANY player can only win a maximum of 3 major awards.

2. Members must have played or participated in 50% of the regular scheduled tournament events (including championship games) in order to qualify for the three major awards namely, Player of the Year, PGANY Perpetual Trophy Champion of Champions and Rookie of the Year.
